The major steps in the City of Balch Springs development process are outlined below. Development Review Meeting (DRM)
The DRM is intended to serve as an information gathering meeting for developers, business owners, contractors, or architects prior to submitting a formal application for a building permit. It is an opportunity to meet with multiple departments at once to discuss any of the development regulations and policies, building codes, fire codes, zoning, or the platting process. Departments represented at DRM are Building, Planning, Engineering, Fire, and Water Utilities. There are no specific or minimum exhibits required. However, the more information supplied the more assistance staff can provide. Examples of recommended exhibits include a location map, site plan, floor plan, building elevations, information on hazardous materials, and property survey or plat. These exhibits may be very conceptual in nature. DRMs are scheduled at the discretion of Planning Department staff. Please contact the Planning Department at 972-286-4477 x237.
A building permit is required for any construction, change in use or occupancy, alteration, and/or repair of any structure, building or building system including plumbing, electrical, mechanical, and irrigation systems. If in doubt please contact the City of Balch Springs Permitting Department at 972-286-4477 x124. To obtain a permit first submit an application, required fees and supporting documentation that is of sufficient clarity to indicate the location, nature, and extent of the work proposed and show in detail that it will conform to the provisions of the adopted codes and ordinances. When all of the provisions of the adopted codes and ordinances are met the permit application will be approved and permit issued.

Multi-family and non-residential projects are inspected by Building Official Chief Inspector. Pre-construction meetings are required by the Building Division and are attended by all departments. Prior to a final inspection of a structure by the building inspector all site requirements of the various departments must be complete. It is advised that a walk through be scheduled with the various departments well in advance of the anticipated building completion to prevent a delay in the final inspection of the building. Certificate of Occupancy (CO)
A CO is issued by the building official for all multi-family and non-residential projects. As stated above, all requirements of the various departments must be satisfied prior to a final inspection.
